Former President Donald Trump’s proposed tax overhaul has sparked intense debate, with some estimates suggesting that nearly 93 million Americans could benefit from total or partial income tax exemptions. As part of his economic pitch to voters, Trump has floated a series of income tax breaks that could significantly impact tens of millions of taxpayers.
Who Would Benefit?
Trump’s proposed exemptions would target several key groups, including:
- Recipients of Social Security benefits (approximately 68 million Americans)
- Workers in tipped jobs (around 4 million)
- Firefighters, police officers, military personnel, and veterans (over 20 million)
These exemptions would account for around 38% of the 244 million Americans eligible to vote in 2024. However, this total does not include the many more people who would be exempt from part of their income taxes if Trump executed his proposed elimination of taxes on overtime pay.
A Shift Away from Income Taxes
Trump’s tax reform plan is part of a larger vision to transition away from the income tax system and replace it with revenue generated by his proposed tariffs. This strategy would likely result in a kind of invisible sales tax, as tariffs are paid by U.S. importers and these costs are typically passed on to consumers.

While Trump’s plan has sparked interest, analysts remain skeptical about its feasibility. Many see his scheme to move away from income taxes as unrealistic, and his proposal to make his 2017 tax cuts permanent would reduce federal tax revenue by an estimated $3 trillion from 2025 to 2034.
