A Hefty Fine for Google Play Store’s Payment System

In a landmark decision, Indonesia’s antitrust agency has slapped Google with a massive fine of approximately 202 billion rupiah ($12.37 million) for engaging in unfair business practices related to its payment system services for the Google Play Store. This move marks a significant step towards promoting fair competition in the country’s rapidly growing digital economy.

Abuse of Dominant Position

The investigation, launched in 2022, centered around Google’s alleged abuse of its dominant position in the market. The agency accused Google of forcing Indonesian app developers to use Google Pay Billing, which charges higher rates than other payment systems, or risk being removed from the Google Play Store. This practice, the panel argued, reduced developers’ earnings and led to a decline in user numbers.

Breaking Indonesia’s Anti-Monopoly Law

The agency found Google guilty of violating Indonesia’s law against monopoly, citing the company’s exorbitant fees of up to 30% via Google Pay Billing. With a staggering 93% market share in the country, Google’s dominance has raised concerns about fair competition.

A History of Anti-Competitive Practices

This is not the first time Google has faced fines for anti-competitive practices. In the last decade, the European Union has imposed fines exceeding 8 billion euros ($8.31 billion) on Google for its price comparison service, Android mobile operating system, and advertising service.

Google’s Response

While Google Indonesia did not respond to requests for comment outside business hours, the company has previously stated that it introduced a system allowing developers to offer users an alternative billing option. However, this move has done little to assuage concerns about Google’s unfair business practices.
