The nomination of Robert F. Kennedy Jr. to lead the Department of Health and Human Services has raised concerns about his understanding of fundamental healthcare programs. During his second Senate confirmation hearing, Kennedy struggled to answer questions about Medicare and Medicaid, sparking criticism from lawmakers.

Medicare Missteps

Democratic Senator Maggie Hassan of New Hampshire questioned Kennedy’s grasp of Medicare, pointing out that he seemed unfamiliar with the basics of the program. When asked to explain the different parts of Medicare, Kennedy faltered. He incorrectly stated that Medicare Part A is for primary care or physicians, when in fact it covers inpatient care at hospitals. Similarly, he misidentified Medicare Part B as covering only physicians and doctors, when it actually encompasses a range of medical services.

Medicaid Mix-Up

Kennedy’s confusion extended to Medicaid, a state-federal program that provides coverage to around 80 million Americans. During the hearing, he described Medicaid as “fully paid for” by the federal government, despite the program being jointly funded by states and the federal government. When corrected, Kennedy acknowledged his mistake, but the incident raised concerns about his understanding of the program.

Leadership Concerns

As the head of a $1.7 trillion agency, Kennedy would oversee a range of federal health agencies, including the Centers for Medicare & Medicaid Services. His lack of familiarity with these programs has sparked concerns about his ability to lead effectively. Senator Ron Wyden of Oregon, the ranking member of the Finance Committee, described Kennedy as “unprepared” and questioned his understanding of the difference between Medicare and Medicaid.
