Defense Contractor Raytheon to Pay $1.07 Billion in Settlements for Fraud and Bribery

A Billion-Dollar Settlement

In a major blow to the defense industry, Raytheon, a subsidiary of RTX, has agreed to pay a staggering $1.07 billion to settle investigations into government contract fraud, foreign bribery, and violations of the Arms Export Control Act. This massive settlement is a result of the company’s alleged criminal schemes to defraud the US government and bribe officials in Qatar to secure defense contracts.

Bribery and Fraud Allegations

The Department of Justice (DOJ) investigations revealed that Raytheon paid over $32 million in bribes to a relative of the emir of Qatar and to military and government officials in exchange for obtaining defense contracts. The company also failed to disclose these bribes in export licensing applications with the State Department, as required by law.

Consequences of Corruption

“Raytheon’s corrupt and fraudulent conduct erodes public trust and harms the DOD, businesses that play by the rules, and American taxpayers,” said Deputy Assistant Attorney General Kevin Driscoll of the DOJ’s Criminal Division. The company’s actions undermine the integrity of the defense industry and have far-reaching consequences for the economy and national security.

Settlement Terms

As part of the settlement, Raytheon will enter into deferred prosecution agreements in federal district courts in Brooklyn, New York, and Massachusetts. The company will also retain an independent monitor for three years to oversee its internal compliance program and enhance its ethics and compliance practices.

RTX Takes Responsibility

In a statement, RTX acknowledged the settlements relate to previously disclosed probes and said the company is taking responsibility for the misconduct that occurred. “We have worked diligently during the investigations to remediate that misconduct and continue to do so,” the company said.
